Although it is possible to create an accessible PDF document and possible for a  user user to read the document if equipped with the appropriate software, many users and advocacy groups continue to recommend that PDF documents be accompanied by alternative format documents that are more universally accessible, such as an accessible Word Document or HTML (web page). Below is a comprehensive PDF accessibility checklist, but in short, ensurethe essential actions are to ensure that:

- reading order is logical

- heading structure is logical 

- that images and graphs are supplied with alt text (except when the image is decorative)

- links are correctly set up
